Waste Disposal Facilities in Fresno County and Surrounding Communities

Fresno County offers two primary disposal sites:
- American Avenue Disposal Site – The county’s regional landfill, accepting a variety of solid waste and recyclables.
- Shaver Lake Transfer Station – A waste transfer facility operated in partnership with Mid Valley Disposal, serving local mountain communities.

American Avenue Disposal Site & Waste Management Services
The American Avenue Disposal Site has served public and commercial haulers since 1992. Located near the City of San Joaquin, it is the county’s main municipal waste landfill. Waste from City of Fresno gray carts is first processed at the Cedar Avenue Receiving and Transfer Station (CARTS) before being transported to American Avenue for final disposal.
The site is projected to remain in operation through 2043, when it will reach capacity.


Household Hazardous Waste (HHW) Disposal
Proper hazardous waste disposal helps protect our community and environment. Fresno County offers several options:
- Environmental Compliance Center – Drop-off location at 1327 West Dan Ronquillo Drive, Fresno, CA.
- Drop-Off Network Sites – Multiple locations throughout the county for household hazardous materials.
- Door-to-Door Program – A free service for homebound or disabled residents. Call (559) 600-4259 to schedule.
- Business Disposal – The Conditionally Exempt Small Quantity Generator (CESQG) program serves qualifying small businesses.
Tire Disposal & Amnesty Programs
Residents of unincorporated Fresno County can safely dispose of used passenger tires through the following options:
- Tire Amnesty Events – Eligible residents may bring up to 9 used tires for free disposal at scheduled events throughout the year.
- American Avenue Disposal Site – All county residents may drop off used tires at:
- 18950 W American Avenue, Kerman, CA 93630
- Fees start at $2.39 per passenger tire

Have more than 9 tires? Whether you’re attending an amnesty event or visiting the landfill, you must contact the Fresno County Department of Environmental Health at (559) 600-3357 for pre-approval.

Agricultural Wood Waste Disposal
The American Avenue Disposal Site accepts treated agricultural wood waste (TWW), such as grape stakes, orchard stakes, and end posts. Due to state regulations, prior approval is required before disposal.
Steps to Dispose of TWW:
- Obtain a TWW/EPA ID Number from the California Department of Toxic Substances Control (DTSC).
- Submit a TWW Disposal Application to Fresno County with all required details.
- Receive a TWW Disposal Authorization Letter and follow the outlined procedures for disposal.

Non-Friable Asbestos Waste Disposal
The American Avenue Disposal Site accepts non-friable asbestos, but disposal requires prior approval from the County of Fresno.
Disposal Requirements:
- Submit a certified Material Analysis Report detailing asbestos type.
- Provide a signed letter from a California Certified Asbestos Consultant confirming the material is non-friable.
- Wrap materials in 10-mil clear plastic (“burrito” style) and seal with duct tape.
- Obtain a Non-Friable Asbestos Authorization Letter from the county.
- Provide at least 24-hour advance notice before disposal.

Mixing asbestos with other waste is prohibited and may result in load rejection or future restrictions.
