Exclusive Service Area Program (ESAP)

Since 2006, Fresno County has partnered with private haulers to manage the collection of green waste, mixed recyclables, and solid waste across the county. Under this program, the county contracts with seven private haulers to provide waste management services across the county. This approach helps reduce the amount of waste sent to landfills and ensures consistent waste collection services.

The ESAP is designed to:

  • Streamline Waste Collection: Private haulers are assigned specific areas to ensure organized and efficient waste collection.
  • Promote Environmental Goals: The program supports Fresno County's efforts to minimize landfill use and manage waste responsibly.
  • Ensure Compliance: By partnering with multiple haulers, the county meets state and local regulations for waste management.

If you do not currently have solid waste or green waste service, please contact your ESAP Hauler to set up services. They can also assist with any questions about waste management.

SELF-HAULING

Unincorporated Fresno County does not mandate that residents and businesses subscribe to solid waste, recycling, and organic collection services provided under the Exclusive Service Area Program. Residents and businesses may elect to haul their own solid waste, recycling, and organics to a permitted facility that accepts those materials.

COMMUNITY CLEANUP COUPON (Unincorporated Fresno County Residents)

Residents can get a free drop-off coupon, valued at $40, from their hauler to dispose of up to two cubic yards of eligible items.
